FIX:

In OpenEdge Architect's Visual Designer perspective, right-click on an existing Control group.
Either Add Controls to the existing group or create a new group via Add Control Group.

When selecting Add Controls, a dialog will appear with 3 options:
- locate the control manually (Browsed Assemblies tab)
- select the control from the Global Assemblies Cache (GAC) (Global Assemblies tab - located in %WINDIR%\assembly)
- select a custom ABL control that is on the propath (ABL Controls tab).

The GAC is the default install location for most controls.

Once the dialog populates, check the box next to the control(s) to be added and hit OK.

To maintain your Toolbox settings, copy the toolbox.xml file from Project to Project.
