FACT(s) (Environment):
Windows Server 2000
OpenEdge 10.1C
OpenEdge Management 3.1C 32-bit
CAUSE:
OpenEdge Management 3.1C cannot start on Windows 2000, because there is one IP API call used (GetIcmpStatisticsEx in the dynamic library iphlpapi.dll) which is not available on Windows 2000.
FIX:
upgrade to XP/2003/Vista/2008 for the OEM server
