SYMPTOM(s):
Poor performance with Workgroup database getting resource waits in promon.
Promon also sees lkt, buf, lru, and bht latches.
There is only one user in the database running a read only nolock report.
Promon -> Status -> All Processes screen is showing same user waiting on the LKT (Lock Table latch)
Promon -> Status -> All Processes screen is showing same user waiting for a BUF (Buffer)
FACT(s) (Environment):
-B is low and buffer hits is up around 99%.
Can not use -spin with Workgroup database.
Users can log into the database.
Operating System does not indicate a bottleneck on system resources (like disk IO or memory)

CAUSE:
-B was set too low for the scope of the report being run.
FIX:
Increase -B.
