GOAL:
A proutil truncate bi command will be captured in the .ai file, if after-
imaging is still enabled during the truncate command.

FIX:
The reason for doing this is because the bi cluster size may have changed on the production database. If the target database (as in the case of a hot-backup) has not had its cluster size changed, it will produce a fatal error. The target database will have higher cluster counters than in the source database, and will eventually cause the bi file to fill. (The target database will think the remaining clusters are still active.)
