CAUSE:
Target Database has not being properly started since last Source Database startup. If Replication Target database is not started the Replication cannot apply the after-image notes to the target database. The After-images will remain locked until connection to the agent on target database is established.
FIX:
Start Target database and Replication Agent for target database, followed by a restart of the Replication Server on the Source database.
