Telnet to the SQL broker port fails to connect
FACT(s) (Environment):
Test connect works with a copy of sports2000 started on a different port

Progress/OpenEdge Product Family
CAUSE:
The port the database was started on has an issue or there is a firewall preventing connection to that port.
FIX:
1. Address the port issue.
2. Address the firewall issue.
3. Start the SQL broker on a different port.
