FIX:
The default location of progress.cfg is %DLC%\progress.cfg.
Use showcfg %DLC%\progress.cfg to see what products are installed.
If progress.cfg appears to contain all the correct products,then check your environment variables (especially DLC and PROCFG) to make sure they are pointing to the correct progress.cfg file.
On Windows, review the registry keys HKEY_CURRENT_USER\Software\PSC\Progress\<progress version>\Startup and HKEY_LOCAL_MACHINE\Software\PSC\Progress\<progress version>\Startup to see if there are incorrect values for DLC or PROCFG.
