ProxyGEN cannot generate Activex DLL after upgrading to 10
FACT(s) (Environment):
Windows

OpenEdge 10.x
CAUSE:
Because of a lawsuit that involved MS and Sun regarding Microsoft's Java implementation, ProxyGEN can no longer legally generate ActiveX proxies.
FIX:
Generate .NET proxies instead and, if you need a COM object, build an ActiveX wrapper for the proxy in Visual Studio
