SYMPTOM(s):
Clients cannot connect to the databases.
The maximum number of AppServer agents are started.
AppServer agents remain in a STARTING state.
Killing all the AppServer agents by sending a kill signal does not resolve the issue.
After killing all the AppServer agents, newly spawned agents also remain in a SENDING state.
Stopping the AppServers, AdminServer, TomCat and the database and the restarting everything does resolve the issue.

CAUSE:
The exact cause is unknown at the time of this writing.
FIX:
Stop the AppServers, AdminServer, database and TomCat (if applicable) and restart everything again.
