SYMPTOM(s):
High contention for ports within the dynamic assignment range of ports for AppServer may lead to 7203 error.
com.progress.open4gl.dynamicapi.SessionPool$NoAvailableSessionsException: SessionPool : NoAvailableSessions[Could not connect to the AppServer: General Error: Address already in use: connect. (7203)]
Heavy load on system for AppServers.
Problem seems to only happen with 100 or more AppServer threads under high load.
Occasionally see "No Servers Available" messages.

CAUSE:
The exact cause is unknown at the time of this writing
FIX:
Try to increase the port range for dynamic assignment of AppServer ports (increase the -minport -maxport for the AppServer Broker).
Make sure no other processes are using this range of ports.
