OpenEdge Architect is not listed as an installed product in the help->software configuration->manage configuration
Not an English machine

CAUSE:
Bug# OE00173575
FIX:
Migrate to 10.2A or if migrating is not possible, open the file feature.xml file in the $DLC/oeide/eclipse/features/com.openedge.pdt_10.1.0.02 and remove the line nl="en_US", and restart Architect.
