SYMPTOM(s):
Deleted records on the source database are viewable by the client making a -RO connection to the target database.
FACT(s) (Environment):
The basic Replication license requires clients to connect using the -RO parameter.
Deleted records are not found on the target database, after the database is stopped and restarted.
License is a basic Replication License.

CAUSE:
The basic Replication License is not meant for use by a client unless they log in with a -RO parameter. The -RO parameter allows dirty reads. The Replication Plus license does not require the user to login with a -RO parameter, therefore, they will not get dirty reads.
FIX:
There are two solutions:
1. With a basic Replication License, the user session must be stopped and reconnected to see changes made to the database, as the -RO allows dirty reads.
