SYMPTOM(s):
Admin Server starts successfully.
A -start command starts Admin Server successfully.
An asbman -name asbroker1 -start command fails to start the AppServer.
An asbman -name asbroker1 -query command shows that the AppServer is in a STARTING state.
_propasv processes start accumulating CPU time but the AppServer state never changes to ACTIVE.

CAUSE:
The PROTERMCAP file from a previous version of OpenEdge was copied into the current version's $DLC directory.
or
The PROTERMCAP environment variable is pointing to a PROTERMCAP file from a previous release.
FIX:
Restore the current version's PROTERMCAP file to the $DLC directory. Either copy the current version's PROTERMCAP file back into the $DLC directory if available, or reinstall OpenEdge if the PROTERMCAP file is not available.
or
Change the PROTERMCAP environment variable to point to the current version's PROTERMCAP file.
