SYMPTOM(s):
A self serve client is showing up in the promon database monitoring utility as periodically holding the LKT shared memory latch, even though that client is currently inactive, just viewing the initial screen of the ABL application being run.
The client is currently inactive, sitting at the initial application screen, and not doing anything where any latches would be acquired.
In one occurrence, the self service client reported by promon to be holding the LKT latch was not currently connected to the database.

CAUSE:
The exact cause is unknown at the time of this writing.
FIX:
The problem has not been observed since the -semsets value was lowered from 600 down to 60.
