SYMPTOM(s):
Receiving error 53 on XP when starting ProService.
Error 53 communicating with ProService
Receive the same errors when attempting to start the databases via ProControl
FACT(s) (Environment):
Network card is being seen by the Operating System.
Can ping other machines on the network without errors.
Network card was added to machine and configured manually without running the Network Connections wizard.
Uninstall and reinstall does not resolve the issue.
Rebooted machine multiple times without change in behavior.

CHANGE:
Installed Progress 8.3E
CAUSE:
The exact cause is unknown at the time of this writing.
FIX:
1. Ran the wizard in Control Panel -> Network Connections to configure the network card.
2. Rebooted the machine in order for the registry to be updated.
