SQL query runs immediately against a clean database
SQL query runs very slowly after UPDATE STATISTICS has been executed
No entries in the SQL logs after the "Fetching SQL Statement" message in the query-plan

CAUSE:
Bug# OE00175556
FIX:
Run UPDATE INDEX STATISTICS against the database
UPDATE STATISTICS alone only updates TABLE and COLUMN statistics
