GOAL:
In a two target replication configuration with one target defined as critical, why does the non-critical target also shut down if the source cannot connect with the critical target?

FIX:
The critical agent design is available to allow a source and target database to be tightly bound together. Defining a critical agent means that the decision has been made that replication should not continue when the critical agent is unavailable. Therefore, the replication server will not begin the replication process if it is unable to connect to a critical agent even if there are two agents configured.
