SYMPTOM(s):
Testing simple ASP.NET web page connecting to AppServer via .NET Open Client
Getting connection exception pointing back to same machine as IIS is running on
NameServer and AppServer are running on another machine
Progress.Open4GL.Exceptions.NoSuchAppServiceException: Connect Failure: Application Service abc Unknown at NameServer at Host iis_machine Port 5162. (8234)
FACT(s) (Environment):

CAUSE:
Firewall on IIS machine was blocking all UDP traffic. Communication to the NameServer uses UDP.
FIX:
Modify the firewall to allow communication over UDP
