CAUSE:
Bug# OE00175194
FIX:
Though the documentation indicates that the total limit of extents for an OpenEdge Database is 1024, the actual limit is 1023.
The error 11999 error is generated because in the attempt to cap the final variable extent field as fixed and add a new extent, the add of the new extent fails and reports the failure to extend the 1023rd extent.
Bug# OE00175194 has been entered to correct the documentation.
