FIX:
Under [PluginPolicy] of DLC/properties/AdminServerPlugins.properties modify jvmargs=your values
Example: jvmargs=-Xms32m will set -Xms to 32m for all plugins started by the AdminServer (NameServer, AppServer, WebSpeed, DataServer ...)
