SYMPTOM(s):
Name Server at Host <Host> Port <Port> is not responsive. (8239)
FACT(s) (Environment):
This error occurs when the application is shut down and restarted within less than 5 minutes
Error does not occur if the time between shutting the application down and restarting it is longer than 5 minutes
Error does not occur on systems that have a different Windows OS installed (e.g. XP).

CAUSE:
This was caused by the Windows 2008 inbound/outbound firewall which is enabled by default.
FIX:
Disable the Windows firewall or at least exclude the application from the firewall rules.
