Problem does not occur when logged in as Local Administrator
Problem does not occur if Outlook is started prior to running the code

CAUSE:
User accounts have insufficient permissions to call Outlook, as shown by the fact that the same code works when logged in as Local Administrator
FIX:
Contact Microsoft Technical Support for further assistance with granting the appropriate permissions to the domain users
