FIX:
The minimum license required to access the DataServer menus in the Data Administration and Data Dictionary (TTY) tools is one that has the capability of compiling xcoded 4gl/abl code. This would work with any 4GL Development license or using the -rx client startup parameter with any client networking license.
The -rx parameter (Encrypted Compiler Mode) should only be used to enable query or run-time Progress clients to compile encrypted source code and access the Data Dictionary to manage schema.
