SYMPTOM(s):
Error occurs when using a .PF file containing 2+ -db parameters with PROUTIL -C BUSY
Example:
proutil strtParams.pf -C busy
wrong utility option: 0
.PF file contains more than 1 -db parameter
Problem does not occur if the .PF file contains 1 -db parameter
Problem did not occur in Progress 9.x
Command would return the status of the first database only in Progress 9.x

CAUSE:
PROUTIL -C BUSY is documented as being intended to be use against a single database. As such, the Progress 9.x behaviour is regarded as an undocumented product feature and is therefore unsupported. In such cases, no guarantees are provided that the behaviour will remain unchanged between versions. Customers making use of such features do so at their own risk.
FIX:
Use the PROUTIL -C BUSY with 1 database at a time
