SYMPTOM(s):
Source and target databases will not synchronize after upgrading OE version
Fathom Replication Agent cannot be configured because the required AI area (area-number>, sequence number <sequence-number> is not available. (10716)
Fathom Replication Agent failover_rfm cannot be configured because the required AI area (area-number>15, sequence number 5801 is not available. (10716)

CHANGE:
Moving from an older version of OpenEdge to another one requiring Replication to be re-sourced
CAUSE:
User copied the previous versions .recovery files from the database directory to the new database location. This is what is causing the rpagent to look for sequence number 5801. Since this is a newly sourced source and target db, the sequence is 1.
FIX:
Remove the .recovery files and restart the source and target database.
