You have attempted to connect to a database with too many users connected to it. Retry the connection later, or increase -n on the server. (5291)
Exceeded the -n value
Error 5291 happens as SQL servers are spawned until the maximum number of servers allowed occurs
No SQL servers are available. Try again later. (8839)
None of the SQL servers spawned during failed SQL connection attempts are available for new connections

FIX:
Configure the database broker(s) to run out of servers prior to exceeding -n.
Startup parameters should be tuned to conform with the rule:
-n >= -Ma * -Mn
