FACT(s) (Environment):
Database will start when proserve is issued from the command line.
Database will start from Progress Explorer if WDOG is not selected.
Database will start from Progress Explorer if APW is not selected.
Database will fail when WDOG and APW are selected at the same time for auto starting.
APW may be started from the command line.
WDOG may be started from the command line.

CAUSE:
Administrator Group was restricted from having access to database directory.
FIX:
Grant full access to database directory for the Administrator Group.
