The proxml.dll or libproxml.so was missing or incomplete or XML could not be initialized. (9088)
Cannot create widget of type X-DOCUMENT. (3181)

CAUSE:
The operating environment can not locate the needed dll files or their dependencies.
FIX:
Add the DLC and DLC\bin to the PATH environmental variable for any session that requires access to these dll files.
