AdminServer will not start if the AppServer is set to auto start and the database it is attempting to connect to is not running.
FACT(s) (Environment):
All Supported Operating Systems

CAUSE:
AppServer attempting to connect to a database that has not been started.
FIX:
Start the database being connected to by the AppServer prior to auto starting the AppServer through the AdminServer.
