Enabling debug file output allows ALERT_DBPATH environment variable to be accessed.

Bug # OE00111117
FIX:
Upgrade to 3.0A02, 3.1A or later
If it is not possible to upgrade to one of the fixed versions, a workaround is to enable debugging on the Job Action.
This will create a job debugging file which will need to be purged periodically to prevent excessive space usage on the disks.
