FIX:
The easiest way to downgrade the licence would be to re-install the Workgroup Licence component and all the other required components on a separate machine and then copy the .cfg file onto the machine on which you wish to perform the downgrade.
If you wish to downgrade an existing 10.1B Enterprise Licence and at the same time upgrade to 10.1C you may just install the 10.1C Workgroup installation into a separate folder from the 10.1B installation.
