SYMPTOM(s):
The setup routines for the OpenEdge 10.1B driver for the ODBC could not be loaded
System error code 126: The specified module could not be found.
Cannot load the setup or translator library
Database upgraded to 10.1B0309 from 10.1B0307.
Clients use UNC mapping to the ODBC driver on the database sever
Registry path for the 10.1B driver is correct.
The pgoe1022r.dll file is present.
The pgoe1022.dll is not present.
The 10.1B0309 hotfix contains both the pgoe1022r.dll and the pgoe1022.dll files dated 12/26/07.

CAUSE:
The pgoe1022.dll file is missing from the DLC\bin directory after an improper install of the hotfix
FIX:
Shutdown all Progress files and reapply the upgrade 10.1B0309
