FACT(s) (Environment):

SYMPTOM(s):
The AppBuilder does not dock to the OpenEdge Architect.
The Architect option 'Run AppBuilder docked in OpenEdge Architect' is checked ON.
The AppBuilder is not docked within the Architect.
The problem only happens with one project.
CAUSE:
The project, workspace and source files are on a network drive being shared by multiple Developers concurrently.
FIX:
The OpenEdge architect was not intended to be used as a Source Code Management tool where resources could be shared among Developers. Development Projects, their Workspaces and their properties should only be modified by a single user.
