CAUSE:
This is expected behavior. The user was connecting to the Internet through a proxy and hadn't configured Architect with the proxy server information.
FIX:
Under Windows >> Preferences >> Install/Update ensure that "Enable HTTP proxy connection" is toggled on and set the address and port number for the proxy server.
