WebClient Application installation does not automatically start after Webclient installation is finished.

CAUSE:
Bug# OE00168049
FIX:
If the webclient.htm is used to install the WebClient package and the WebClient application using Intellistream on Windows Vista, the WebClient executables will install but will not immediately invoke the Application deployment.
To workaround this problem use the bootstrap.htm which performs a check to see if the WebClient is already installed.
If it detects the WebClient is already installed it will load the application compontents defined by the prowcapc file.
