Terminating the remote server process via Promon allows the idxactivate to continue

CAUSE:
Bug# OE00154022
CAUSE:
idxactivate online will not run while a remote server process is connected to the database, even if there is no active remote user connected.
FIX:
Upgrade to OpenEdge 10.1C. As a workaround, if all remote users are disconnected and no exclusive locks or latches are held, disconnect the remote server process via promon R&D -> Administrative Options (#4) -> Terminate Server (#7).
