CAUSE:
There is no file called jdbc.jar in OpenEdge 10.1x. This file has been replaced. The .jar files for the Progress OpenEdge SQL-92 driver are called base.jar, openedge.jar and util.jar
FIX:
base.jar, openedge.jar and util.jar are all located in dlc\java directory
