Executing fathom -q or fathom -start fails with "JavaTools.properties was unexpected at this time" error
Executing fathom -q show the following error:
\dlc101c\properties\JavaTools.properties was unexpected at this time
OpenEdge Explorer fails to start with "JavaTools.properties was unexpected at this time." error
fathom -pause -start shows the following error:\dlc101c\properties\JavaTools.properties was unexpected at this time.

CAUSE:
The OpenEdge/Progress installation is in a directory whose name has spaces in it.
e.g.: C:\Program Files (x86)\OpenEdge 10.1C\
FIX:
Uninstall OpenEdge/Progress and reinstall it in a directory name without spaces before reinstall OpenEdge/Fathom Management.
