Database .db is not in current directory
Unable to open or create <filename>, error <number>. (2257)
Conversion failed in drReadMasterBlk9, ret = -1. (11114)

Bug# OE00167195
FIX:
As a workaround, run proutil from the directory containing the .db file for the database.
