%DLC%\bin\vsapi.dll has full permissions for all users
Many prowin32 processes running on client machine
CAUSE:
Memory issue. If the "proedit " files (p4gl.als' vslick.sta etc.) are on a mapped drive which gets disconnected even if it subsequently gets re-connected, the necessary client connection context is lost.
FIX:
The prowin32 processes need to be restarted by killing the prowin32 processes failing with this error and then restarting the client session.
