CHANGE:
Migrating clients from windows XP to Windows Vista
CAUSE:
User Account Control (UAC) is turned on automatically by Windows Vista. User accounts that are members of the local Administrators group will run most applications as a standard user with no administrative privileges.
FIX:
Go to Control Panel -> User Accounts and turn User Account Control off
