Database typically started via AdminServer
Cannot start database from proenv.
Database had not been shutdown properly prior to restarting the database.
Database was being backed up while online via Backup Exec.
prostrct repair did not alter the behavior.
prostrct builddb did not alter the behavior.

CAUSE:
The exact cause is unknown at the time of this writing.
FIX:
Truncate the bi file using: proutil dbname -C truncate bi
Database will start successfully via AdminServer or command line without error.
