.st file has tilde in directory name.

<file-name> is a copy of <file-name>. Database cannot be opened. (598)
C\Pacific Heights\asihelp is a copy of C:\Pacifi~1\asihelp. Database cannot be opened. (598)

CAUSE:
Procontrol does not reconcile directory name with spaces.
FIX:
Modify .st file with full path and run prostrct builddb command.
