FIX:
1. Start AdminService from Windows Services (Control Panel - Administrative Tools - Services) 2. Connect to the AdminServer from Progress Explorer 3. Configure and started the database within Progress Explorer 4. Keep the check box 'Automatically Start this Database when Admin Server is Started' in the Database Properties window unchecked. 5. Using ?dbman? instead of ?proserve? to start up the database in the batch file.
