SYMPTOM(s):
Attempting to run Progress Explorer on Windows Vista
Progress Explorer does not start when clicking on its icon
No error messages are displayed on screen
proadsrv -q returns AdminServer is alive
running proexp.bat from provenv in verbose mode (-m verbose in the script) returns error 740.
Failure attempting to execute (C:\Windows\System32\mmc.exe)
Error starting JVM, error 740.
FACT(s) (Environment):
AdminService has been started
Logged on to the machine with the administrator account

CAUSE:
Windows Vista Security feature prevents the processes required to launch Progress Explorer from running
FIX:
Right-click on Progress Explorer icon and select Run As Administrator.
Eventually you may want to turn off User Access Control for C:\Windows\System32\mmc.exe. That is enabled by default on Vista.
