Starting on OpenEdge 10.2A 64-bit there is a ODBC driver for Windows.
It is available for download on the Progress ESD (Electronic Software Download) site, provided you have the appropriate OpenEdge licenses under maintenance. You need an ESD login to gain access, which you can also apply for through the Website:
