CAUSE:
Bug# OE00164136
FIX:
Upgrade to 3.1C01 or 3.2A or higher.
If it is not possible to upgrade at this time there are two possible workaround:
1) Use the default 24x7 schedule
2) Change the polling interval of the monitored resource which is inactive.
Suggest 1 minute, then after it becomes active (green), change the polling interval back to it's original value.
