SYMPTOM(s):
4GL query runs slow on random requests
Query perform slow in every other request
Both GUI client and WebSpeed agent show the same symptom
WebSpeed agent randomly becomes busy for more then 20 seconds to read 100 records
Clients are connecting to remote database
NO-LOCK queries work fine with acceptable performance
Can see the symptom with a simple 4GL query with share-lock or exclusive-lock
promon gather script (solution P11508) shows 100% buffer hits with no apparent problem
Uses IBM server: IBM HS21 blade
HP NC373i Multifunction Gigabit Server
Peformance seems slow since upgrading to Windows 2003 SP2R2 ( service pack 2 release 2)

CAUSE:
Service Pack 2 of Windows Server 2003 deploys the Scalable Networking Pack, which enables TCP Chimney, functionality related to TCP Offload on the NIC. Apparently, with the wrong version of Broadcom NetXtreme II drivers, severe network file copy performance becomes very slow.
FIX:
There are two workarounds:
1. Disable TCP Chimney using the following syntax:
Netsh int ip set chimney DISABLED
Or,
Upgrade the latest Broadcom drivers and BROADCOM Advanced Control Suite (BACS) management application version 3.7.8 dated 12/4/2007 from IBM's site.
The NIC driver ends up reporting as 3.7.23.0.
