A Progress / OpenEdge executable reads the progress.cfg at startup to determine what operations are permissible.
If the initial check of the progress.cfg passes validation, no further checks are made.
The license update utility, proupdt, may be run while other Progress / OpenEdge processes are running without impacting those other processes.
The expectation is only increases to user count or expiration date will be made.
Any change to the progress.cfg which decreases user count or imposes an expiration date or advances an expiration date closer may have a detrimental impact on any new processes which are to be spawned.
