FACT(s) (Environment):

SYMPTOM(s):
Can not open OpenEdge 10.1B Debugger within Procedure Editor session started from icon. No debugger splash screen visible.
Can open prowin32.exe from proenv shell and invoke the OpenEdge Debugger.
Found environment variable pointing to 10.1B OpenEdge Installation.
Icon properties using .ini file which points to 10.0B DLC environment.
Icon properties using 10.0B executables.
Can launch debugger session after correct enviroment to reference only one version of OpenEdge.
CAUSE:
Part of the environment information is incorrect.
FIX:
Correct the inconsistencies in the environment so only one version of Progress / OpenEdge is defined.
